What to do if I find a pregnant dog in painful labor outside?

Hi, so what I am about to describe just happened a few minutes ago. I was going outside for a nice walk when I heard this pained yelp. It sounded like an animal, and it was regular. So I went looking for the source and I found a heavily pregnant Chihuahua in what I believe is labor. She is strained and is in obvious pain. She is absolutely huge. Should I bring her inside, should I drive her to the vet?

I strongly recommend veterinary assistance as it is possible there is a pup stuck causing such a degree of pain, especially if no pup is born within 15-30mins. Contact your local humane society for advice on emergency shelters
