Why are my stray cat's eyes barely open? Is it mange or an illness?

Please please tell me the reason why is my cat,actually a stray,has started closing her/his eyes..they are barely open now and I think it can't see well..there is no white discharge coming from the eyes..it just keeps its eyes closed now..I have previously asked this question many times but no one talked about this part..it also has a rough skin on its head as well,possibly a mange..it also *threshes its front paws as if wanting to get rid of sth..though it eats its overall health is not so good

Closing eyes isn't really a symptom or an illness in itself. A cat may closes its eyes if it's asleep, if it doesn't feel well, or if it's just relaxing. The pictures you provided do look as if Jessy is very ill, and should be seen by a vet to treat the skin problem which may help to alleviate pain that may be causing her eyes to stay closed. Treating the mange and skin issues will likely help her feel better overall.
