Why does my puppy only eat when hand-fed and drink with a dropper?

puppy doesn't eat his food and drink water from his utensils. he is eating only when i handfeed him. and drinking only with a dropper. changed the utensils with new ones but didn't help. Pet's info: Dog | German Shepherd | Male | unneutered | 1 month and 16 days old | 5.3 lbs

He may be too young still so I would continue to hand feed him for now for at least 2 more weeks but I recommend that you leave the bowls available to him so that he can let you know when he is ready to make the transition.
