Why is my 5-year-old adopted dog peeing inside despite going out?

Pet's info: Dog | Mixed Breed Small (up to 22lb) | Male | neutered

Hi! We recently got a dog. He's 5 years old, and neutered. Despite the owners saying he was potty trained, he's recently been peeing in the house a lot. He tends to not lift his leg when he pees in the house, and doesnt even seem to notice he's doing it. When he goes outside, he pees anywhere around 3-5 times and will still end up going in the house. We really want this dog to have a good life! What should we do?

I would recommend bringing Charles to the veterinarian to be checked out. I would want to make sure he doesn't have anything medically going on with him because of what he is doing.
