Why does my dog have breathing sounds and sneeze? Is it congestion?

i hear occasional sounds from chest and respiratory system of my dog. this is audible mostly when i try to pick him ul. is he going through congestion? he also sneezes sometime. Pet's info: Dog | German Shepherd | Male | unneutered | 1 month and 14 days old | 5.3 lbs
