Pet's info: Dog | Mixed Breed Small (up to 22lb) | Female | unspayed | 2 months and 6 days old | 12 lbs
I have a nonshedding 8 week old puppy Bailey right now and I’m wondering how many times a year do you recommend shaving off her fur. Right now her bottom and around her eyes needs to be shaved but it’s the middle of winter so I don’t want to shave her whole body now.

Do not shave a puppy. You can shave the bottom to keep it from getting dirtied, but I would leave its other hair intact. Sometimes shaving at a young age can change the way the fur grows out. She will start losing her puppy hair by around 4 months. Later in life frequency of shaving or grooming will be determined by how fast the hair grows, and whether it sheds anyway, even if it is considered non-shedding.
