My dog rubs her ears on the carpet. Pet's info: Dog | Shih Tzu | Female | spayed | 18 lbs

If she is doing this consistently, she may have an ear infection. Take a look inside her ears and if there is debris (brown, yellow, black) then she likely has an infection. A vet visit will then be needed to get her on the appropriate prescription ear medication to help clear this up. If she is itching her ears and there is no debris then there is likely an underlying allergy causing itching.
