My male dog pees on my female dog outside. How do I stop him?

My male dog always urinates on my female dog, only outside though. They have been siblings for at least 5 years now so they are familiar with each other. They are both spayed and neutered as well. How can I get him to stop this? Pet's info: Dog | Miniature Pinscher | Male | neutered | 25 lbs

They may have a continuous disagreement over who is boss. Your male dog may urinate in an attempt to establish dominance over the other. He also may be marking his "territory", i.e. marking her as "his"
