These can be symptoms of many serious medical issues, anxiety, fear, pain, neurologic disease, infection, etc. I would recommend that you have him checked out by a vet to see what could be going on. After a thorough physical exam and discussion of his recent history, the vet may recommend diagnostics, such as blood work, x-rays, ultrasound, etc. to diagnose the cause.

    I'm sorry to hear your dog is not acting normally. Panting is the way dogs get rid of body heat, since they do not sweat like humans do. If your dog is not hot, I would be concerned about potential pain or discomfort. Dogs can pant when they are painful or uncomfortable. The shaking when resting also points to potential pain/discomfort. His not wanting to eat well or go outside is concerning as well. I would recommend taking him in for an exam with your veterinarian to see if there is an underlying cause for his change in behavior. He may need medication to help him be more comfortable.
