Why does my budgie hate head scratches? Is this normal bird behavior?

Pet's info: Bird | Parakeet | Male | unneutered | 3 months and 8 days old

My budgie hates being touched. I know not to pet him on the back or Front but he also hates being touched on the head? If sewn videos of people hugging and giving their birds head scratches, there is no injury on his head. I tried training him to be pet by stroking his beak and then moving up to his head slowly but he hates it. Should I take him to a vet? Or does he just not like being pet? Normally a happy and even tempered bird otherwise. Didn't bite when I pet him but threatens too.

Thanks for reaching out. Birds need to be trained just like dogs, so desensitizing to toughing they don't accept will potentially work. Start with the contact he accepts,and continue this. Then similar to before, try to expand the area of contact. Over time, hopefully he will feel less threatened. Good luck.
