Tiny puppy collar: Is her itchy skin normal or hurting her?

Pet's info: Dog | Papillon | Female | 3 months and 15 days old | 2.3 lbs

Collar training My 14 week papillon is tiny just over 2lbs. The smallest harness does not fit. I began collar and leash during potty pad time, then keeping on and off for periods yesterday. Of course she bites and plays with the leash, causing it to be more of a potty training distraction than tool. The collar, right sized no dangles made of nylon, seems to irritate her skin. She itches it constantly. Is this hurting her skin or part of getting used to the collar?

Thanks for using Petco Pet Education Center, formerly Petcoach! This is probably irritating the skin. I would try a collar of a different material. Some dogs are just sensitive to certain materials used to make these collars. My dog for example is very sensitive to collars made out of nylon and develops hair loss and dermatitis if used. I would encourage you to try one of a different material. Keep in mind that there is some getting used to on their end but it should not be itchy. Good luck!
