My dog's penis smells awful and he licks it. What should I do?

My Jack Russel crossed Pug seems to have an infection in his penis, it smells awful like rotting flesh and fish, I know it’s coming from his penis because when he rubs against my sofa cushions they smell horrible, what can I use or do to stop the smell? He licks himself a lot and I’ve had to stop him due to him always getting hyper and licking hands and faces.

This presentation could be due to a localized spot of skin infection (likely to be caused by bacteria) or a more extended urinary tract infection.
