I have a 13week old Bernese Mt Dog. I am a nervous new owner. He has been checked by the vet and they said he looks good. I took him back to the vet a few days later as I had concerns with how slow/struggling he is to get up from laying down (seems painful) and I am concerned as he is extremely laid back, well mannered which all is great- but as a puppy, I anticipated more. It seems painful to get up from laying down. He rather sit and stare at things then move. Tested for Lyme- Negative.

Large and giant breed puppies grow very rapidly, so it could be those bones growing fast could be causing a bit of pain and stiffness. Making sure he is on a balanced large or giant-breed puppy food can help make sure the bones grow properly and provide minimal discomfort. An elevated feeder as well as a comfy bed that's easy to get into and out of may also help as well. If the pain or stiffness continues, further workup with your vet or a referral to a specialist to rule out any other issues is a good idea.
