My dog hasn't had her first heat. When will it happen? Can I spay her?

I have 2 dogs harley and cuddles cuddles is 10 months and had her heat(bleeding from 9/17/18-10/4/18) and harley has not had her heat no swelling etc ... when should i expect her to have her heat or is it okay to go as planned to have her fixed on the 27 at the same time as my other dog ? Pet's info: Dog | Mixed Breed | Female | spayed | 9 months and 24 days old | 11 lbs

Harley can go into heat anytime after six months of age, but some dogs go into heat later than other dogs for the first time. I would plan to have her fixed on the 27th when Cuddles has her surgery. Best of luck.
