My dog has arthritis and limps. What safe OTC pain meds can I use?

Further to my question re: Tasha and limping on left leg. I forgot to say that the Vet wants me to put Tasha on Pain and Inflammation pain pills, both. I can only afford one of these two pills. Is there any over the counter pills hat would help her with her pain from Arthritis? What causes the pain - the Arthritis or the bone growing in the wrong place, with the pills? With the Arthritis growing on the end of the Hip Leg pain? Pet's info: Dog | Mixed Breed | Female | spayed | 5 years and 7 months old

There are no safe over the counter pain control medications that can be used without the guidance of a veterinarian.
