How to stop dogs from peeing in my garden without harming my cat?

is there a repellent which will not bother my cat that i can use to repel dogs who piss on our garden? i have used vinegar on the wood box around the garden and vinegar dissipates quickly. this is more important to me for next spring and summer. my cat likes to sit in the garden and dogs pee there. and i don't want our flowers killed by pee! this is a low income apartment building with a shared yard.

Unfortunately, there isn't anything that is going to bother the dogs and not your kitty. I would recommend exploring physical barriers if possible - something like the green chicken wire fencing that dogs can't walk through, but you can see through fine.
