How to care for a Chinese golden thread turtle that won't bask?

Finally I identified my turtle. It is a Chinese golden thread turtle. It is an endangered species. I want to know how to care for it. I'm also worried as it is not basking. It's eating fine. Should I make it bask by placing in a container outside or under basking lamp. Please help me. Pet's info: Reptile | Aquatic Turtle
