Why is my chocolate lab so small? She’s 9 months old, is it too late to help her grow some more?

Were you able to see the parents and the other puppies? Some dogs just have a smaller than expected body frame. She doesn't appear underweight. Female labs can range between 55-70 pounds. She may gain some more weight as she continues to fill out into adulthood, and that would put her at the low end of normal.
