My dog's front leg is swollen, bubbly, and hot. What's wrong?

Pet's info: Dog | Rottweiler | Female | unspayed | 4 years and 11 months old | 88 lbs

What happened to my dog's right hand(front leg) I've seen all vets in my city but none seem to know this.. It's getting bigger and there are bubbles like in the picture, and her temperature is 40 celcius

Hi. It appears to be infection, possible allergies, or some kind of mite or something. Without and exam and further testing it would be difficult to say. I don't know what tests have been done already, but i recommed a biopsy if medications haven't worked. Maybe a dermatologist would be best as the next step if biopsy isnt definitive.
