Why doesn't my neutered male dog's penis extend? Is discharge normal?

Pet's info: Dog | Yorkshire Terrier | Male | neutered | 1 year old | 5 lbs

Hello my dog Dexter is a male yorkie who is just a little over 2 year old. He was spayed and I’m concerned he has never ever had a “red rocket” EVER! I looked at his pee pee and it has red and green discharge and might be a little red. I never noticed or thought why he wasn’t having one till today. I’m worried his pee pee area has always been a little red to I ignored. Please help

It may be that you just never saw what his penis looked like before being neutered. Males make smegma which can be white or greenish and is completely normal (although quite a bit gross!). The tissue also varies between pale pink and deep pink. But the best way to make sure there is nothing wrong is to have it examined by a vet.
