Can dogs be jealous? I been staying outside taking care of a kitty and when i come back she is always laying down or not with the same energy as always, Is she jealous or its something else?

Yes, absolutely dogs can show jealousy. Make sure you give extra attention to Chispita when you come back inside, and give her extra playtime and walks.
