Why does my kitten smell like poop from the litter box? Is it normal?

Hi. I rescued 2 3 month yr old kittens about 2 weeks ago. The one kitten smells like she rolls around in poopy kity liter. Is this normal? Is she not cleaning herself properly? Pet's info: Cat | Kashmir | Female | spayed | 2 months and 16 days old | 3 lbs
