Neutered dog has penis bumps with black lines. What are they?

I have an 8 month old pit bull mix. He got neutered about 2 months ago. I noticed 2 large bumps on his penis both with a long black line through the middle. Almost looks the same as when you pinch your finger. Pet's info: Dog | American Pit Bull Terrier | Male | neutered | 9 months and 2 days old | 50 lbs

If you could upload a photo of the lumps it would help with assessing the situation and we could hopefully tell you what is going on. From your description I cannot really figure out what this may be.
