Thanks for using Petco Pet Education Center, formerly Petcoach! This could be a benign or malignant growth. This could even be the site of an infection. There is no way of knowing for sure without an examination though this represents a reason to seek veterinary care. This is usually determined with an examination and a fine needle aspirate (FNA) or a biopsy. Treatment depends on the findings up to that point. I recommend you have your bird evaluated by a veterinarian for further assessment and treatment. Good luck and have a good day!

    Hi, the picture is a bit fuzzy, but I believe this is likely the uropygial gland. The uropyfial gland is a normal structure that produced oil that birds use to condition their feathers. Not all bird species have these glands, so as long as your bird is a species that should have one, i suspect it could be normal. The best thing to do to be sure (since I can’t be sure from just the picture) would be to have a veterinarian examine your bird and assess this bump. If there is concern it could be abnormal, the vet can perform tests as needed to help get an answer. Good luck!
