What's causing my dog's painful, itchy rump and how can I soothe it?

My 6 year old male bull terrier is suffering with either a rash or pain on his rump. He keeps reaching for it and itching his back on the carpet and growls in pain. Any idea of what it could be or how to sooth the pain/itch? Could this be caused by dandruff? Pet's info: Dog | Bull Terrier | Male | neutered | 47 lbs

In the meantime, a soothing shampoo with aloe or oatmeal can help with dry skin and irritation, and placing a T-shirt or Elizabethan (cone) collar on Chico can prevent him from licking or scratching at it which may worsen irritation. If you see any visible wounds or discharge, keeping the area clean and dry until a vet can examine it may also help.
