What does it mean if my dog's licking his bloody, yellowish penis?

My dog won’t stop licking his penis and I don’t exacrly know why. Looks somewhat bloody and yellowish

His penis looks inflamed, possibly infected, you will need to take him to the vet to get it checked, he will need to wear an e-collar in order to prevent from him to continue licking his penis and getting it worse, he will also need an antibiotic course.
