Is it possible for cow or calf to sit in that position which is given in attached photo with hip dislocation?

Yes, hip dislocation could cause this, but there are many other causes, including falling from a slick surface, muscular disorders, neurologic disorders, or anything that causes weakness. If the cow or calf cannot stand and walk without assistance, it should be examined by a vet.
