Eating raw deer meet shouldn't cause any problems, so my guess would be that it's unrelated. Bloody urine and raspy breathing, at Jack's advanced age, would have me looking for cancer first (by running general blood work, a urine analysis and taking x-rays of his abdomen and chest), but could also be caused by a clotting issue, or an issue with him metabolizing muscle if he exercises too hard suddenly. I would look in to getting him to an emergency clinic if possible, but that's an odd set of symptoms and makes me concerned other things are going on that you might not be seeing.
