What causes a dog's swollen head, non-healing sores, and bad odor?

Pet's info: Dog | Cardigan Welsh Corgi | Male | neutered | 13 years and 7 months old | 35 lbs

My dog has sores that will not heal completely. Also strong bad odor that comes back a day after a bath. His right side of skull seems to be enlarged too. Any idea what can cause that? Not sure if sores and enlarged skull are related. He is eating and going bathroom ok. Has difficulty moving around it seems though. Please see pics.

The sores and skin issues could be due to skin parasites, allergies or a skin infection. I am very concerned about the appearance of Neji’s skull - if the swelling is firm then I would be worried about a tumor. Soft swelling could be a sign of an infection or a tumor. I would recommend seeing a veterinarian right away for a physical exam.
