My cat has chronic URI, blood in urine. Is it time to let her go?

she has had horrible upper respiratory 4months now repeated antibiotics and steroids , theophylline offand now some yellow pill nothing is helping at all. Still sounds horrible and this morning she is urinating slight blood .on antibiotic. She is eating food and drinking but just not herself . We have a pet tent and tunnel she’s hiding a lot now. Please advise next step is it time me to let her go ? vet diag was crackly lungs and sounds and upper respiratory infection 9times 4 month . no improv. Pet's info: Cat | Exotic Shorthair | Female | spayed | 9 years and 2 months old | 14 lbs
