My young male dog's testicles are very loose. Is this normal?

Hi, thanks for using Petco Pet Education Center, formerly Petcoach! The saggy nature of Leo's scrotum and testicles is just cosmetic and there is not medical worry. It is likely hereditary in nature. If you plan to neuter him the Vet can also fix the scrotum (scrotal ablation). Other wise there is nothing to do about it now. He does seem quite well endowed. If the testicles suddenly seem more enlarged then I would have him seen as he could have an infection, suffered trauma or if painful a torsion. I wish you the best
