Why does my cat have dandruff, bald spots, and scabs with no fleas?

Pet's info: Cat | Domestic Shorthair | Female | spayed | 5 years and 1 month old | 4.5 lbs

Can't find fleas, but told it's fleas. She does have bad dandruff problems, but lately scabbing near tail and she has been over grooming to bald spots. We are treating her for fleas, but still odd not seem to come across any fleas.

Fleas only jump on the cat to feed, and then they jump off. They don't live on the animal, they live in the environment which is why you may not see fleas on Cathulhu. She may have flea dirt, which is actually flea poop, and that is a sign of fleas even if you don't see the fleas themselves. I hope this helps!
