Is 1/4 cup twice a day enough food for my 5-year-old Maltese?

Good morning , Ihave been in a battle with my wife and 2 daugherts about the right amount of food for our Maltese , 5 years old , the insist to feed him twice a day 1/4 cup, of small bites. Are they correct ? Pet's info: Dog | Mixed Breed Small (up to 22lb) | Male | neutered | 5 years and 5 months old | 12 lbs
