Pet's info: Dog | Australian Cattle Dog | Male | unneutered | 1 year and 4 months old | 17 lbs
It seems like my dog has the hiccups, but at the same time he keeps smacking his lips. This has been going on all morning and I’m worried he could’ve licked or digested something very harmful. I tried giving him water, but he didn’t even want to open his mouth.

It sounds like Nene may be feeling a bit nauseated or anxious. This can cause symptoms such as burping/hiccuping, licking lips, drooling, etc. Causes can be anything from GI upset, to illness, bloat, or even something stuck in the mouth or throat. If he won't let you examine his mouth at all and is refusing to eat or drink, seems painful, or in distress, having him examined by a vet ASAP is best to rule out more serious issues.
