How to keep my thin-coated dogs warm in cold weather and indoors?

Ok so I have an issue. Its getting cold here and we are looking at some very heavy snow this year. All three of our dogs are rather thin coated. The older two refuse to potty outside if its too cold. Would sweaters help? Also the youngest is less than two pounds (tiny chihuahua mix) and even though he's not allowed outside yet we like 2 to 4 inches above our floor tend to get cold no matter what temperature we keep the house at how can I help him stay warm? Pet's info: Dog | Mixed Breed Small (up to 22lb) | Male | neutered | 1 month and 9 days old | 15 lbs

I would get them doggie sweaters! This will help keep them warm both inside and outside the house. They can wear the sweaters indoors, and you can also get thick doggie coats for them to wear outside. Pet stores will carry these, and some of the stuff they have is really cute. I'd buy those for your dogs. I hope this helps!
