My dog can't scratch, has itchy skin and black crusty fur. Help!

Pet's info: Dog | Dachshund | Male | neutered | 8 years and 3 months old | 18 lbs

So, my dog had a spinal injury awhile back, that has healed, but has left him unable to do some things with his hind legs. Well, he's constantly itchy, but can't get his legs up to scratch. Ever since, his fur now has this crusty little black stuff building up and I was wondering what I could use to prevent this from happening? I plan on getting him a ceresto collar cause he does have fleas, but will it also help with the crusty stuff? Thanks in advance.

I am sorry to hear about Freckles. The black crusts could be flea dirt, which is digested blood left behind by the fleas (if you place it on a paper towel and wet the black debris and it turns a rust color then it is likely flea dirt). We can also get skin infections resulting in crust and debris in dogs. I would recommend an examination by his vet if he is very itchy. He may need oral medications, or a topical treatment such as a medicated shampoo like Duoxo Chlorhexidine may be needed.
