Why does my cat make a high-pitched whine without opening her mouth?

Why does my cat "whine" alot? It's not meowing, it's a very high pitched nagging sound that she makes without opening her mouth. It is driving me crazy because when she doesn't do it, I'm anxious because I'm anticipitating when she'll do it. When she does, I play with her using a feather stick for around 10-15 mins then go back to studying. I tried ignoring her, she stops for a bit and resumes. I'm a full time student and having my cat whining lot is very stressful and distracting. She's fed.

As long as there is no underlying medical reason that could account for the sound then I imagine she may be bored and looking for attention. I would suggest getting a cat flap if you don't already have one so that she can come and go as she pleases. Cats love being outside and usually tire themselves out when out. Alternatively get her some climbing toys and you could try a pheromone diffuser.
