Hello, I have a 11 month old Maltese, female who has had ALL her shots and vaccinations, and I recently purchased a male Maltese who is 8 weeks old and hasn't had his second set of shots yet, appointment in 2 weeks, do I need to always separate the two since the baby.is not fully vaccinated? Do they need to avoid any and all contact

No, you do not need to separate them. It is actually good if they are together as it helps socialisation. Just do not take your older dog to a dog park or let him meet other dogs while your puppy has not had the full course of vaccinations.
