Why are my budgie's head pin feathers not developing properly?

I'm not sure if this covers Avian or not, but if so I had a question. My budgie has been molting and growing in pin feathers, but the feathers on the top of his head seem to be having trouble. He keeps growing in these pin feathers that aren't fully developed and sort of just come out in one piece or with the sheath still attached. while showering him, I noticed his head is covered in new pin feathers again, even though he just barely got new ones.

Thanks for the pictures. This is concerning about Yusuf. I would probably recommend you seek an avian veterinarian. Two of the concerns I have are for viral diseases (avian polyoma virus {called budgie fledgling disease] and Psittacine Beak and Feather Disease). The later can change the feathers where they appear "pinched" at the base, which I think I see in the picture. An avian veterinarian should be able to test for these. Nutritional deficiences, specifically low protein, can affect feather growth. Good Luck.
