My Pomeranian has dry, flaky skin and dandruff. What can I do?

Hi. My neighbours in the opposite street moved to another city but left behind their Pomerian. She has dry skin, lots of dandruff and patches of black flaky skin. I want to adopt her. There are no vets near my place to get her treatment. What can I do treat her at home? Please give me a few tips about the diet, shampoo and medicines I can give her. Thanks in advance!
