My dog's eyelid cyst is growing. Can I shrink it without surgery?

Pet's info: Dog | Shih Tzu | Female | spayed | 15 lbs

My dog has this cyst on her upper eyelid. And was told it could be removed but would cost around $700. Is there any other way I can put something on it to shrink it? It's gotten larger over the past few years
