Why does my Maltese puppy have dark, itchy spots on his belly?

My Maltese is 9 months. He is getting these dark spots on his belly and they are multiplying little by little. Sometimes he itches them! Is this a growing birth mark or do I need medication? If yes what kind and where do I buy it? Pet's info: Dog | Maltese | Male | unneutered

Based on their appearance, they look like freckles or birthmarks, which are normal and should not be causing him to be itchy. Oscar may be itchy for other reasons, such as allergies or a skin infection. If you are concerned that he may have an underlying skin disease, your veterinarian can perform a skin scrape and cytology to look for evidence of organisms that may be infecting the skin.
