Is my Chihuahua's bald snout spot mange or walking dandruff?

Hi! I noticed this bald spot on my chihuahuas snout yesterday. I fear it may be mange. He has no other spots and isn’t scratching. Between his eyes seems to be dandruff, and though I’ve been watching and trying to see them to no avail, I’m afraid it might be what’s called walking dandruff.
