Why do my senior dog's front legs lock and cause her to fall?

My 13 year old chihuahua locks her front legs in the position you see in the photo. It seems when I carry her, then put her down on the ground, she keeps her legs in this position and falls to the ground. She can’t seem to unlock them without my assistance. Any idea what this may be?

This looks like a neurological problem from a pinched nerve in her neck. I recommend a veterinary exam and she may need muscle relaxers and anti inflammatory medication. This is serious and without treatment this could get worse and she may not walk again. In the meantime I would straighten the legs into a normal position and help her stand on them properly.
