Why is my dog shaky, scared, and losing back leg balance on stairs?

My dog is very shaky and acting scared, doesn't really want to walk. Lately few times a week when he goes up the stairs he loses his balance of his back legs. Pet's info: Dog | Mixed Breed Small (up to 22lb) | Male | neutered | 1 year and 9 months old | 12 lbs

Regardless, it does seem like he should see a veterinarian for a proper diagnosis and treatment. At the very least they can prescribe pain control medications if he seems unconfortable.
