Why is my dog's groin swollen with hives after deworming, vet stumped?

Question

I have 6yrs old American pittbull after 1 day of deworming (vermox 4 tabs) his area near penis got swelled like a big ball inside it and he got hives in underlegs as well. Our vet did his xray and blood test both were normal and there is no other sign or symptom of illness as well. My vet is still unable to diagnose the problem. Pet's info: Dog | American Pit Bull Terrier | Male | 88 lbs

From the location, I would be concerned about a tumor, inguinal hernia, or infection. There is something clearly abnormal. If x-rays or blood work did not reveal the cause, then biopsy or exploratory surgery would be a reasonable next diagnostic test. Swelling in this region can affect the back leg if lymph fluid cannot drain normal.
