My dog has painful, itchy red sores on neck and tail. Is it serious?

My dog has three round sores one on each side of her neck and one on the underside of her tail. (All three pictured) They are causing her pain. They are red sore and she will not stop itching them. She is whining and panting. They keep her from sleeping and every once in a while she jumps up runs like something is attacking her and then stops to itch like crazy. Due to bills we don't have the money to go to the vet unless it is serious and needs veterinary treatment right away. Pet's info: Dog | Toy Poodle | Female | unspayed | 10 lbs
