My dog ate chocolate, was treated. Why isn't he drinking water?

Pet's info: Dog | Miniature Poodle | Male | neutered | 2 years old | 10.4 lbs

What are the long term effects of dark chocolate poisoning in a 10lb. Dog? He ate about an ounce and a half. He received fluids and charcoal at about 40 hours later. It's been 3 days and he won't drink water but is eating, pooping, and peeing.

There typically aren't any long term effects from dark chocolate poisoning when treatment is received promptly, but it does make a dog very sick. You did absolutely the right thing by having Mad Max seen by a vet. Depending on the amount of fluids he received, he may not need to drink just yet because the fluids hydrated him. He's peeing, which is a good sign. I would continue to watch him, and if he still isn't drinking water in another 24 hours, then I would have him checked out by a vet.
