Thanks for using Petco Pet Education Center, formerly Petcoach! It is not possible to diagnose this based on a picture. Possibilities include inflammatory disease, cancer, immune mediated disease, an infection, among other possibilities. I recommend that you have her evaluated by a veterinarian for further assessment and treatment. They may have to take samples from the lesions to try to find out.     The picture you provided is a little blurry but it looks like Angel may have some perianal dermatitis (infection and inflammation around the rectum and anus). This can happen if a cat is not grooming herself appropriately or if there is an infection in the anal glands. Oftentimes the hair needs to be clipped so the area can be thoroughly cleaned. The cats occasionally need antibiotics and anti-itch medication as well to help clear up the problem.
