My dog is overweight. What are affordable weight loss tips and food?

My Chiweenie is overweight (31 lbs). The vet says he should be no more than 22-24 lbs. I have been trying to get his weight down for some time, but every time the vet weighs him, he's a little heavier!! I have been trying to increase our walks and decrease his treats and overall amount of food. I have been giving him Beneful weight management dry food. I'm looking for weight loss tips, including dry and wet food. I can't afford anything really expensive as I've been out of work. Pet's info: Dog | Mixed Breed Medium (23 - 60lb) | Male | neutered | 7 years and 3 months old | 27 lbs
